Kevin, the literal meaning here is "Does your father find himself better'" We sometimes use this in English, too: "I found myself quite upset." The basic meaning of encontrar is to find. Encuentro is a noun, and cannot mean "to meet," but it can mean a meeting in the sense of meeting someone. It can also be the conjugated form of the verb, meaning "I meet."

Is "encuentra" also used when someone is 'feeling sick" or "feeling sad"?
The dictionary shows encuentro to mean "to meet" or "encounter". That seems like a weird word to use.
