Yes, the Spanish word cómo means "how" in a question. There is no accent on it if it isn´t a question.
You use the accent even if it is not a question, as long as it is translated as "how".
By the way, you don't exactly use the tilde over the n, like you do with á, é... There is a key for ñ.

Check the regional setting under control panel (I´m assuming you are using a Windows operating system). Change the keyboard to a Spanish language keyboard. You´ll hardly notice any difference when typing English. To put the accent on the o (or any other vowel), type the apostrophe, then the vowel. You´ll also be able to use the tilde over the n as in ñ .
