What would be the correct translation of this phrase?

What i wanted to translate was:
The Brazilians commenced the Kyoto protocol which forced the countries who signed to pay the world bank an amount or money relative to the amount of pollution they produce.

This is what i got when i tried to translate it by myself:

Los brazileños comenzaron el protocolo de kyoto el cual forza a los paises a pagar el relativo a la cantidad que la poblacion del banco del mundo produce

Is it correct? Any mistakes'

Sorry, "signante" doen't exist in Spanish. The word is "firmante" as you say.
I speak four languages and sometines these things happen.

Dunia, I would use "firmantes" instead of "signantes", as I am not sure the last is a Spanish word. Except for that, I find your translation excellent.
