yo siento = i regret/feel sorry for...
(yo) lo siento = i regret it/feel sorry for it.
without the lo, you leave the sentence hanging. sentir requires there to be some object of the regret or bad feeling. if you aren't specifying what that is, or it is understood in the context of the conversation, lo provides a sort of placeholder value for it.
