Do you like to talk on the phone? (in general)

Perhaps you mean:

I have to ask someone if they would like to talk on the phone (with me).

¿Quieres hablar por teléfono conmigo?
Do you want to talk on the phone with me?

¿Te gustaría hablar por teléfono conmigo?
Would you like to talk on the telephone with me?
