Topear:
Golpe con la frente de un ánimal cornudo (Beat with forehead of a horned animal).
Also knows in some places as "topetear".

Sorry for so many posts, but here is a definition of the word in a golf context. This one clearly comes from English, in which we say "to top the ball."

Topear: es hacer un golpe defectuoso que consiste en golpear la bola en su parte superior, haciendo que salga rasa.

O sea, no es lo mismo recortar que topear; topear es establecer máximos, que al mismo tiempo se adecuen a los recursos disponibles y los recursos disponibles son los que vienen de los últimos años.

Yes, it seems to be either a new word or jargon, and seems to mean "to cap," as in to set a maximum.
