In my experience the use extends well beyond political figures. I find it quite pretentious and annoying, myself. But ironically, it tends to be used when the speaker (usually some well-known public figure) wishes to sound "humble", as there seems to be the perception that talking about one's own achievements is ostentatious.

To me, this false modesty is irritating, but there you have it. Short answer is, yes, it is used.

I should also point out that it is also still used, in exactly the same way, in English - and not just by the Queen of England.

Sí, todavía lo oímos en presidentes y miembros del Poder Legislativos etc. No ocurre siempre, pero muchas veces sí. Estoy en el Cono Sur de América del Sur.
