No conozco la ciudad, pero Wikipedia no incluye un acento:

Celaya (del vasco zalaya, que significa «tierra llana») es una ciudad mexicana, cabecera del municipio homónimo en el estado de Guanajuato (está ubicada en el sureste del estado). Se encuentra a 50 km al oeste de la ciudad de Santiago de Querétaro y a 260 km de la Ciudad de México. Es la tercera ciudad más grande del estado, solo después de León e Irapuato.

Tampoco incluye uno un sitio que parece oficial (pero no estoy seguro de que sea oficial)

Do you mean the accent on the word Calella** or the accent that people from Calella have when they speak Spanish? (Pronounced Ca- ley -ya*)

This word (name of town) does not have/carry an accent when written in Spanish! It is written correctly as Calella not Cálella or Calélla

This is a largo town not far from Pineda de Mar (about 10 -20 minutes away) and about 1 hr 15 minutes train ride from Barcelona. It is situated in the Cataluña region in northern Spain. This town has a small white train that travels on wheels on the local roads and takes passengers between Calella and neighbouring towns for a small fare! It is not particularly fast, but it is fairly comfortable and reasonably priced! You (usually) have to pay before getting on and at busy times of the day there can be queues! I think it can accommodate between 20 and 30 people; but don't quote me! lol (If you do, like Manual, I will say I know nothing!)

In the region of Cataluña, the principal language is Catalán, not Spanish so the accent of the local people when speaking Spanish will obviously colour (influence) their pronounciation of the words. From my experience on holiday in both Calella and Pineda on numerous occasions, as well as Barcelona, most natives understand Spanish but not all of them either know how to speak it, or prhaps are willing to speak it as some are very (fiercely) proud of their national language.
