If I want to say "the house was built", could I use both of these?
"La casa se construyó"
"Se construyó la casa"

Hi Elefantita
I would say:
"La casa se construyó" o "La casa fue construída".
La casa se construyó is OK.
Se construyó la casa is OK.
La casa fue construida is OK.
Sí.
The following is from Lengalia.com. This was written by Spaniards.
In general I have found their grammar lessons to be quite accurate.
As you can see below they state that the passive subject can go before or after the verb. In the SD article regarding se passive most of the example sentences show the passive subject after the verb.
Coffeelate, a native speaker indicates a preference for verb first at least in this case.
Reflexive Passive
Subject can be singular or plural.
Se alquila piso. (Piso es sujeto)
Se alquilan pisos.
Subject and verb match in number.
Se venden casas.
Transitive verbs only (need a complement directo).
Se curan las heridas.
complemento directo ? subject (without preposition).
Se curan las heridas.
Las heridas son curadas.
Subject can be placed in front of the verb.
Se firmó el contrato.
El contrato se firmó.
Note that in English, because we use SVO (subject - verb - object) construction almost exclusively, the order of the Spanish makes no difference in terms of how we would translate it in English. Both of the above sentences would typically be translated as "The contract was signed."
