Estan peor or Son peor
Which verb to be should I use? I would assume "ser" but there are also sentences that I discovered to use "estar"
Such as :Y usted, en la reforma, no ha previsto nada de eso para las zonas que ESTAN PEOR.
So is the verb estar the only condition to accommodate a comparative?

If you are describing a characteristic you use "ser" When describing a condition you use "estar." Regardless of which verb you use, the adjective needs to be in the plural. "peores"
Another thing-- you have no "comparative" here. A comparative is like:
Pablo es pobre. André es más pobre or "menos pobre." or even "tan pobre como."
The first two are comparatives of inequality, the last one is a comparative of inequality.
