Yes, in English, adverbs can modify verbs, adjectives and other adverbs. In this regard, English grammar is very similar to Spanish.
One major difference regarding adverbial usage is that a gerundio (e.g. hablando) can be used adverbially in Spanish, while in English we would have to add a word...for example...by talking...in order to use a verb ending in -ing as an adverb.
