Would the subjunctive be used if you were saying mucha gente diría que - or would you not use it as I am not using an if clause

If you are saying what they would say, no that is not subjunctive. The if subjunctive part is implicit and follows. Many people would say x...( if they were to express their opinion, or if you were to ask them, or whatever other condition is in your mind.)

That implicit part would be past subjunctive if you were to make it explicit, but we often leave it unstated.

But what you say that they would say is an indicative declaration of your belief of what they would say, and is not subjunctive.

Examples from Linguee, note the use of present indicative:

Pero, mucha gente diría que "justa" no es una palabra que pueda aplicarse a la PPC. However, there are many who would argue that "fair" is not a word that can be applied to the CFP.

Mucha gente diría que este papel tiene un acabado "satinado" y otros "sedoso". Some people would say this paper has a 'satin' finish, and others, 'silk'.
