What is the difference between congelar and helar? To me they mean the same thing!

In weather's or temperature's expressions they both have the same meaning with a little nuance. Congelar is a bit stronger than helar.For example:

Con éste tiempo tan frío en España te destemplas, en Inglaterra coges frío, en Dinamarca te hielas y en el polo norte te congelas.

With the meaning of to freeze something in a freezer use congelar .

For something frozen in a freezer use congelado, with the exception of ice-cream or cake. Helado o tarta helada.

When you freeze food it's congelar Voy a congelar este pescado. When people say the temperature is so low that they are freezing both could go. Estoy helado or estoy congelado. When a movie gets stuck or the TV image gets stuck you would use congelar. La imagen está congelada.

Yes, but it also depends on the usage.

For example, saying estás helado is different from saying estás congelado.
