However it could also be "bonita", which means pretty, cute or beautiful

Another option for bobita would be the feminine diminutive of bobo.

So essentially- congratulations silly little girl, or something to that effect.,

Bobo could be a term for silly or just someone's name. I would assume it is the later.

People typically use -ita or -ito to denote affection, at least in terms of nicknames. This phrase seems to be Congratulating someone who is close to the speaker.

Please note that -ito and -ita can be used in terms of size or affection. So the name could be a term of affection for a younger person, a tiny person, or a cute/sexy person.

This could also be used in a sarcastic sense or to demean someone who you consider lesser than you- but you would need more context to know for sure.
