Literally that which is touching, I am not personally aware of "lo tocante" meaning anything beyond:
regarding, in reference to, with regard to, concerning, as to, with reference to or whatever other way we can communicate the same idea in English.
(As to) That which touches on the matter. That which has a bearing on the matter.
