Almost. The meanings are similar, but check another word formation for "llegar". - Oshnaj, Nov 7, 2016

Because it is the only past subjunctive and the window is past- It prevented that I was going to get there on time, not that I will get there on time. - bosquederoble, Nov 7, 2016
