I usually see "Quien" and "Cual" with and without accents, so I was wondering if they change meanings depending on whether they have accents on them?

We put accents when those words are questions. No change in meaning.

¿Quién rompió el carro? Who broke the car?

Yo sé quien lo rompió. I know who broke the car

¿Cuál de la comida son vegetariana? Which of the foods are vegetarian?

La ensalada, cual sólo tiene lechuga, tomates, y cebollas, es vegetariana. No hay otra comida que es vegetariana. The salad, which only has lettuce, tomatoes, and onions, is vegetarian. There is no other food that is vegetarian
