Simple ask:

"¿Qué hora es?" (what's the hour/time)

To answer:

If the hour is from 2-12, use "son las and the hour

"Son las dos" (It's 2 o'clock)

If the hour is one, say "es la una" (It's one o'clock)

If there are numbers in the minute place, just say son las/es la + the hour + y + the number (which should be from 1-59)

"Son las dos y cuarenta y cinco" (It's 2:45)

To express "30 minutes" you will say "y media"

"Son las dos y media" (It's 2:30)

To express "15" minutes, or quarter minutes, use "y cuarto"

"Son las dos y cuarto" (It's 2:15)

To express noon, say "es el mediodía" You express it's midnight, say "es la medianoche"

To express "am" say "de la mañana" after you state the time To express "pm" say "de la noche" after you state the time

Note: some countries use military time. The same rules apply, but you don't use mediodía* medianoche* media* or cuarto* or y*.

"Son las trece treinta" (It's 13 hundred and 30 hours -- 13:30 -- 1:30pm)

There's more info on the SpanishDict site about this.
