It means the fortnight. (= dos semanas.)

And it's quincena not quinsena.

Every 15 days.

A month has 2 "quincenas".

In many jobs, the employers are paid every fifteen days.

The word quincena comes from the word quince (15)

Por eso la gente espera la quincena para comprar la despensa.

Es más una expresión, la dueña de tus quincenas(La mujer con la que planeas formar una familia, casarte, etc.)

Se utiliza normalmente en primera persona.

It is more an expression, (The person who you want to form a family, get married, etc.) It is used usually in the first person.
