How to use inverted commas in Spanish

Are inverted commas in Spanish written differently from English ie. below the word at the beginning?

Here is a link to the piece on Spanish dict. In Spain << and >> are used as alternatives particularly in literature. The punctuation within and outside the quotation marks follows the British rather than the American model.
