" Le rogamos se tranquilice señora" or "Le rogamos QUE se tranquilice." Which is correct ? And why guys ?

Actually, both of them are correct.

RAE accepts que being omitted when triggering the subjunctive. Like many other examples:

  1. Espero le vaya bien, instead of Espero que le vaya bien.
  2. Ojalá vuelva, instead of Ojalá que vuelva.
  3. Sugerimos se tranquilice por favor, instead of Sugerimos que se tranquilice por favor.
