I'm going to guess at this, but I think I have the meaning.
Mi pelo negro mi pelo,
pa que lo quiero serrano
si ya no tengo el consuelo
de la seda de tus manos
The woman is talking about her hair, and she is saying, " Why do I want it "serrano" if It doesn't have the silky comfort of your hands.
The use of "serrano" is probably regional here, it could mean wavey or mountainous or something of the sort. Some women are proud of their "mountain" of hair. (Like me.)
Serrano is a mountain dweller, a highlander.
My guess:
"What for do I want my hair, my black hair, young man, if you no longer caress it with your silky hands?"
"My black hair, my hair for what do I want it, Handsome, if I no longer have the comfort of the silk of your hands?"
These lyrics comes from Maldigo tus ojos verdes. (I Curse your Green Eyes). I love this song in the splendid voice of La Paquera de Jerez.
Mi pelo negro, mi pelo,
¿pa qué lo quiero, serrano,
si ya no tengo el consuelo
de la seda de tus manos?
Mis carnes de flor morena,
¿de qué me pueden servir,
si me atormenta la pena
porque no ha de ser pa ti?
Y este dolor que me muerde
es una cruz de pasión,
maldigo tus ojos verdes,
ay, tus ojitos verdes,
maldigo tu corazón.
