Meaning of this sentence...

I'm making a habit of reading a couple of articles from the Spanish language papers everyday to improve my vocab and reading comprehension. I came across the following sentence, which I have difficulty understanding.

"Según explican desde el ministerio, lo habían reclamado los rectores ante la carga de gestión y las trabas administrativas de dos programas distintos."

Thanks in advance

"According to what they explain from the ministry, the rectors had demanded him/it before the load of management and administrative obstacles of two different programs." .

(Some of these words have multiple meanings and II have no idea of what they are talking about. A little context might help here, and put a little light on the subject. Sometimes "business talk" gets a little weird.)

The article is about education, which is titled "Ya no hace falta un buen nivel de idioma para pedir una Erasmus Educación amplía la estancia a siete meses y elimina el requisito de la lengua, que acreditaron uno de cada cuatro becados a cambio de 100" - moussy, Jun 30, 2016
