"Baja producción" sounds better. You can also use "producción insuficiente", when the production is below the necessary amount.

La baja producción. But I am not a native so we may get a better meaning from
our wonderful specialists in Spanish.

That's the way I've heard it as well. Maybe they want "insuficiente" ??? No sé. "Producción insuficiente" No soy "especialsta" en palabras técnicas. - Daniela2041, Jun 27, 2016
