Meaning of a Spanish word used in Mexican

Someone published this picture on Facebook and I know the meaning of everything but "chapinguero". Chapín means bowlegged or Guatemalan - I'm presuming it is a derogatory usages. But the use in this pictures seems to be a friendly one. I've searched many internet sources (including RAE) but cannot find a definition. Please forgive me if it is an inappropriate vulgarity and delete the post. I'm not interested in those kinds of words.

See bosquederoble's answer and my comment. I'll see if I get anymore responses but I think the question is answered.
