When something is phosphorescent, the process depends on a quantum phenomenon- the light causes the electrons to enter an excited state in which there is no "permissible" way of returning to a state of lower energy. But quantum physics allows the "impossible" to occur every once in a while, and this causes the light to be re-emitted very slowly instead of immediately.
