Question about the phrase, "no puede ser"
If I want to say something like, it can't be that that happened. Would it be correct to write, no puede ser que eso paso, no puede ser que eso pasara, or another way? I thought subjunctive needs to be used because it's introducing a doubt into the expression but I'm not sure. Any responses would be very helpful.

I would use the present perfect of the subjunctive here.
No puede ser que eso haya pasado. That way the action is still in the past but it's results are still in the present--or does that make any sense?
The reason for the subjunctive here is, as you said, that "no puede ser" introduces doubt.
No puede ser que eso pasara. No puede ser que eso haya pasado. When you want to say something like "you just not gonna believe what happened" is "No creerás lo que pasó" when you tell something that just happened is, "no creerás lo que acaba de pasar"
