How would you answer the question ¿Adónde ibas?- where did you go? in terms of conjugation. I am unsure if I can conjugate either so I am confused on how to respond.

Where did you go? - Adónde fuiste?

Maybe the following will help:

A dónde ibas cuando recibiste la llamada? / Where were you going when you got the call?

Iba al cine, pero volvî a casa. / I was going to the theater, but I returned home.

I believe that Where did you go? would be correct if the answer was someplace you went with frequency over time. Otherwise ¿Adónde fuiste? would be more common.

Every summer I went to camp.

I'll make an example: Iba rumbo a la tienda cuando soño mi móvil y tuve que regresar a casa corriendo . ( I was heading for the shop when my phone rang and I had to return home speedily).

This is very similar to another question you've asked.

The tense of the question tells you, usually, the tense of the answer. If I ask, "What did you buy yesterday?" (past tense), your answer will likely be "I bought..." (past tense). If I ask "What will you buy tomorrow?" your answer will likely be "I will buy...."

The answer to "Adónde ibas?" will not likely be "Voy a..." or "Iré" a..." but "Iba a...."

Right?
