Make an attempt. The next question I see that looks like homework without an attempt by the OP will be deleted. - rac1, Mar 13, 2016

Thought I would offer some options.,

As a question I would say ; ¿Por Dios que es verdad?

As an answer I would use; ¡ Por Dios que es verdad!

However my auntie would say it this way; ¡Dios es testigo que digo la verdad!

Or ¡Con Dios de testigo que es verdad!

I suspect a tilde may be needed for qué in the question form. - pacofinkler, Mar 15, 2016
I like your Auntie's way. Because the first time he says it, English speakers can read the progressive "I am telling the truth," but when he later says it sarcastically, it can be read " God is witness that I tell the truth." (mentally add "NOT!") - lyleevans, Mar 15, 2016

I have never heard the variant fernand2017 suggests, it´s probably regional.

In Mexico we would say: Te lo juro por Dios, es la verdad.

Thanks JulianChivi. I suppose I can have the accusor say "Te lo juro por Dios, Jamas dice la verdad!" - lyleevans, Mar 13, 2016

Honesto con Dios, esa es la verdad?

But if would be more useful for us to know what the context is.

Thank you fernand2017. The difficulty is that I want to use it as a play on words. I know that is often impossible in a different language. - lyleevans, Mar 13, 2016
I want to use it in a direct statement like swearing it is the truth, but later I want to use it in the literal accusation that the character (in a short story) has never been honest to God. I know that it might not be possible. Thanks for trying. - lyleevans, Mar 13, 2016
I may have to make the character bilingual and have him switch to English when emotional :) - lyleevans, Mar 13, 2016
