the first one is sarcastic, it means "You don't say"( like the meme)

The second one is a pharse looking for the agreement of the other person(but it sounds childish or something a little girl would say) idk it may depend on where you are xd

Not a native speaker but you got me curious as well. Did some quick research.

Seems as if "anda que si/no" is a way to indicate something by saying the opposite.

There's an eBook I found called Anda Que No Te Quiero. While the "no te quiero" by itself means "I do not love/want you" the "anda que" flips it to "Of course I love you" in effect.

In your post "Anda que si no me digas" you would flip "no me digas" (Don't tell me) to "Tell me of course"- at least in intent.

I don't think there's a literal way to translate this as it sounds idiomatic/slang. Think of it like this exchange in English.

"Did you eat all the cookies?" "No, the dog ate them" "Uh huh! /Riiiight! /Of Course! /Suuuuureeee! The dog ate them!" (Eye roll)

In English we would use tonality to flip the intent of of the literal words. Seems as if Spanish has a phrase to declare the opposite intent of the words that follow is what is meant.

Best I can come up with for your photo is "Riiight, don't tell me" [eye roll]
