Use of Primo as a close friend like a cousin?

I know primo is cousin, but isn't it also used for someone you consider close to you like calling them mi primo or primo esteban?

I don't know about other countries, but where I live(Peru) we don't call close friends "primo/prima". Well, I heard some friends saying that to each other but it's probably that they were cousins but from a distanced relative(familia lejana xd). Anyway it sounds childish

Here in Mexico it is common to use primo/a for someone whose name you do not know.

It is very common to call someone primo or tio even when there is no obvious family relationship between the persons using these terms.

Its common here in Mexico to say tio, primo, etc
