does a pronoun always have to come before the verb? for example, i know how to say "I have the skirt." yo tengo la falda. but what if i need to say the pronoun after the verb? like, "do you have any family in Toa Alta?" I only know how to say the PN first

I think you have your terms confused.

Pronouns are words like "yo" "tú" "él" "ella" and so forth. These are subject pronouns. They mean respectively "I" "you" "he" "she" There are more.

Direct object pronouns are me, te, lo la, nos, and los and las.

In the phrase "the skirt" "the" is the definite article, which in Spanish comes in four forms. "el" (no accent) la (that's "the" singular masc, and fem. ) los and las are the "plural" forms of 'el" and "la"

In your question, "Do you nave any family in Toa Alta" In English you have the indefinite pronoun "any" which needs not be expressed in Spanish.
