If you knowledge is basic- this is a simple ser vs. estar question.
Basically ser is for characteristics and estar for conditions. With enough additional layers of complexity that whole books have been written on the subject.

If you are more advanced, you should not have an issue with "es nuevo", but could with "está barato"- so here the explanation on that level, from quotes from native speakers:
