I'm with Ikigreg on this one. I don't think I've ever head "motilar" before, so it's probably an obscure synonym. That doesn't mean you can't use it in conversation, but I don't think it's all that common.
"Cortarse el cabello" is generally what I'd use (or "pelo" if you're around Spaniards)
