What I understand is that the person who wrote this wants to have a relatioship with the one who received it. As I see it he/she is talking about sharing life, not advice

As Dunia says, the Spanish is bad, but my gut feeling is that it is trying to say "When you want to go out with me and share advice with me, then yes I am here (for you)."
