Fuera de conformidad = non-compliant.
Just a guess. Wait for a native speaker to answer.
PS: I don't think this is an easy one. If you put compliant into the dictionary you get docile and obediente. Maybe I am totally off base but when I hear non-compliant it means that something is outside the normally acceptable standards.
