It is easy but hard to explain.
I don't know the context of the sentence but maybe it doesn't matter. The expression llevar la voz cantante means lead the way (wordreference dixit). So the sentence could means:
The policy of do not lead the way has turned into silence
or
The policy of do not lead the way has degenerated into silence
The translation is not quite good, if any English native speaker can improve it, it would be better XD.
