Personally, I would call it an outline map (I live in the United States, and British English could very well have some other term- like the Blank map that Annie uses):

It appears to be an incomplete map of the USA (it's missing Alaska). When I studied geography at school we called a map whose primary purpose is to show countries or states a 'political map' (as opposed to a map showing topographical features, mountain elevations, vegetation etc). However, a complete political map would usually also contain the names of the countries/states, and often main cities. It often also uses different colours to distinguish the countries/states.

This looks like the kind of map that one might see in a classroom test, i.e. identify the names of the states.

'Outline map' seems an apt description... grin

I tend to agree with Annie. It is a blank map that one would give to a student as a test with the requirement to fill in the states' names.

In Spanish i never heard mapa mudo. I 'll refer to it as "mapa en blanco". In English i don't know.

Lo que tienes se llama geo-political map, o sea cualquier mapa que demuestra las fronteras de los estados de un país o las de los países del mundo como el mapa mudial.

Don't take my entry seriously. There was no civil war. I'm just having some fun.

I don't have an answer. But I wanted to provide an updated map of the United States to reflect the end of the long brutal civil war between North Carolina and South Carolina. I'm happy to report that they've kissed and made up and they have unified to create the great state of Carolina. smile
