I know this sounds like a stupid question, but I just wanted to confirm - tildes always go over vowels, right? There hasn't been a case where I've seen a tilde go over a consonant, but I just wanted to make sure.

You're right. Tildes are written only over vowels.

Only on vowels. My keyboard allows me to write one on 'Y' (ý), but that's not spanish at all.
