Como sabrás, según las reglas primeramente hay que hacer el esfuerzo y después se puede pedir una averigüación pero como esta siendo tu primera vez te lo digo: They have usually paid a fine. Saludos.

Or "Usually they have paid a fine" or "They usually have paid a fine." - jtaniel, May 20, 2015
We wouldn't say that in British English because we wouldn't use the present perfect in this way! We would use the present indicative : Usually they pay a fine. or They have paid a fine (the word usually sounds odd with the present perfect have paid!) - FELIZ77, May 20, 2015
Feliz, it does sound odd to my American ears, too, but it is the present perfect of the verb and it's hard to tell why the questioned was asked. - Jubilado, May 21, 2015
