I agree with Crucesignatus if we talk about a person who has graduated with a degree that allows him to practice a certain profession. But we also use Licenciado as a title to address a lawyer just as Ingeniero to address an engineer.These titles are a way to show respect.

Pienso que "graduate" sería una buena opción; pero para un contexto específico, sería mejor la traducción de un nativo angloparlante.

Graduate. it also means someone with a lawyer degree

I believe we call it the Master's Degree in the US. I once asked a Mexican friend about how we say Master's Degree and he thought it was "licenciado:

It is definitely the professional degree needed to practice law.
