Just doing some El tiempo vocabs and I come across "con" I know it means "with" but what does it mean in weather terms? or does it mean you can attach it to use in sentences like: hay soleado con viento (today its sunny with winds?) Thanks.

You are right about "with wind", but "hay soleado con viento" is not correct because soleado is an adjective and your sentence requires a noun, ie: Habrá sol con viento hoy.

However you could also say: Hoy será soleado con viento.
