Word for word it means "how things change when they hand you the bill" This is probably a popular regional saying something like "Things change when the ball is in your court" or maybe something like "How things change when it's your responsibility."
I normally refer people with simple translations to the translator program. I checked it out to see what it would say, and the word for word was not accurate.
Maybe someone will throw more light on this.
