User, we sometimes say in English: they arrive at .....(time) but this actually means they Will arrive/they are due to arrive at (time)...which uses the future tense in English!
You will therefore need to use the future indicative or the immediate future In Spanish: Eg: He will (is going to) arrive at 2pm....= (Él) Va a llegar a las dos horas de la tarde / Va a llegar a 2 pm
If you wanted to say we arrivED then you would need to use the simple past (pretérito)
