Or something like that.

I agree with Annie that it is not a straighforward translation because the English sentence also needs correction, so on this occasion I will try to help you.

I will correct the English sentence first:

Our president will be welcoming the president of Russia at the arrivals lounge in the airport ...sounds much better to me.

I would therefore say: Nuestro presidente le dará el bienvenido al presidente de Rusia al terminal de llegadas en el aeropuerto.

(You would use this sentence if were going to meet him at some time in the future eg next month, next year or at some other unspecified time!)

or...

Our president is going to welcome the president of Russia at the arrivals lounge in the airport

Nuestro presidente va a darle el bienvenido al presidente de Rusia al terminal* de llegadas en el aeropuerto.

(You would use this sentence if the first man is going to welcome him some time today, tomorrow, or in the near future; possibly next week)

Instead, you could also say: at the arrivals gate = en la puerta* de llegadas

The words in your sentence "in the arrivals" is very unclear (vague) so I have had to guess you mean either the arrivals lounge where people sit down to wait for the plane or at the arrivals gate where people wait for the people who have just come off the plane. They might hold up a sign saying: "Waiting for Mr Smith" o Esperemos el Señor Garcia (We are waiting for Señor Garcia.
