How do you translate "work" in vernacular phrases such as: "What time works for you?"

You are asking about an idiomatic phrase, which will always confuse a machine translator.
For this we would say something like: ¿Qué hora / cuándo te parece bien? .... ¿Cuándo / qué hora sería conveniente para ti?
I agree with Julian. Here in Baja ¿Qué hora te parece bien?
Parecer is a very versital verb that gets lots of use for many different things.

My native Spanish teacher from Spain taught me this useful idiomatic exoression/phrase when I was asking her how to arrange the most convenient time for another Spanish class/lesson:
¿Cuándo te venga mejor? = When is the best time for you?
If you want to ask a Spanish native if a particular hour you have suggested is convenient for them you can say:
¿Te viene bien a tí?
