Welcome to the forum. Can you add to the profile your level of English and of Spanish? I would guess you are fluent in English and new to Spanish but there are people on this forum who are learning English and Spanish. Where did you hear or read this phrase? Is Holi someone's name or nickname? There is a translator on this site which is fine for basic phraseslike ' ¿Podemos ser amigas?' In Spanish they put an inverted exclamation or question mark at the start of the phrase. The accent marks are at the bottom of the box where you write your question.
"Holi" or "Holii" is often used in central and south america as slang for "Hola." I have never heard the term being used in Mexico, however it is probably a good guess to say it is used most Spanish speaking countries. I know for a fact it is used around the area of Ecuador, Perú and Colombia. It's mostly used in "text talk" among the younger crowd.
The writer of the original question "Holi, podemos ser amigas?" is a female talking to another female, requesting friendship. "Amiga" is the word for a female friend.
