In the vast majority of the examples I have seen, the verb 'ser' is used here.
Fue tan grosero conmigo - He was so rude to me.
I'm not at all sure whether 'estar' fits right here at all, but I would guess that if you did use 'estar' you would be saying something like............he is not normally a rude person, but at that particular time, he was being rude to me.
