This is a lot more complicated than you might initially think.
The definition of nappy hair as I've always understood it, which is coarse and kinky hair that is tangled and uncombed, and always in reference to black hair. But it seems like the definition of nappy varies a little. Read this as it explores that question.
Anyway, as far as what nappy means in Spanish, read this. It provides numerous options from different countries. Now, after having read this, from what I can see Pelo malo or churrusco might be good choices, but they seem to refer to hair that is not straight. In other words, something along the lines of an afro, regardless of whether or not that persons hair is actually nappy (as I understand the definition). Googling the terms pelo malo, pelo churrusco will give you some good images, but none of the ones I found fit the term nappy.

In reference to the Spanish terms, I really have no idea. My opinion is based on what I've read in the last 5 minutes and a few pictures that came up from a Google search. My guess is that an accurate translation of nappy hair is going to be very regional, and we would need to speak with people who have this type of hair and make references to nappy hair.
