whether to use le or les?

Please help! I am having trouble understanding the le in this sentence. If it refers to all the dogs shouldn't les be used? Cuando era pequeño me mordió el perro de mis vecinos y ahora le tengo miedo a todos los perros. Muchísmas gracias!

A lot of people do that. But it doesn't make it correct. I have recently read an article on it. In this case where many or all dogs are meant, "les" is preferred but not always used.
